Des Joyce established Blue Hills Consulting in 2001 and is currently Managing Director. Studied civil engineering at Queens University. He is a Chartered Engineer with Engineers Ireland, Member Institution of Civil Engineers UK and also Institution of Water and Environmental Management.

His experience began working primarily in the water industry both in Ireland and the UK since the late 1980s. He worked in the UK for Yorkshire Water during privatisation where he was involved in the design and supervision of a variety of water and waste water infrastructure projects.
